function normalizeScopes(scopes): Scope[];Canonicalize a scope set for storage: dedupe, and collapse a global grant (admin/*) to a single admin. Does not enumerate granular scopes (the vocabulary is open); wildcard semantics are resolved at check time by hasScope.
