Function: assertRuntimeSafety()

function assertRuntimeSafety(input, probe?): void;

Synchronous safety gate covering every when: 'construct' reason. Call it from the package constructor; it throws UnsafeRuntimeError with all firing, unsuppressed codes at once. This function IS the assertion — it deliberately does not import node:assert (see module comment).
